Gold Standard
What is Gold Standard?
Gold Standard is a performance standard designed to enhance UK
resilience by providing the Public Sector multi-agency civil
command teams with opportunities to develop their arrangements for
the effective planning and management of major emergencies and
events at the strategic ‘Gold Command’ level.
The Gold Standard simulation-based
exercises cover Weather Related Events; Human Disease; Animal
Disease; Fire and Explosion; Toxic or Radioactive or Chemical
Release; Transportation Incidents; Disruption of Essential Supplies
and Services; and Environmental Impacts.
This approach is part of the
Government's strategy to enhance both the Public and
Private Sector response to all types of emergencies. Integral to
its success is the practicing and testing of all elements of
emergency plans.
How does SELEX Systems Integration deliver Gold Standard?
SELEX Systems Integration is partnered with the Cabinet Office
and Emergency Planning College (EPC) to develop operational
analysis tools and techniques within a realistic synthetic training
environment. As part of the SELEX Systems Integration Security and
Resilience portfolio, Gold Standard employs test and training
disaster scenarios to develop and analyse multi-agency co-operation
and coherence in crisis management.
Each Gold Standard exercise
follows the methodology of CONTEST – Prevent / Pursue / Protect /
Prepare – and is underpinned by three key elements – scenario
preparation; exercise management; critical evaluation. These
combine to deliver a challenging but safe environment for the
multi-agency team to validate their crisis response arrangements. A
Gold Standard event will test team resilience, information
management, decision making, supporting infrastructure, and
communications
Who will benefit from Gold Standard exercises?
Since Gold Standard exercises are
usually focused at the strategic 'Gold Command' level,
participants are invariably senior representatives from the main
Public Sector agencies charged with response duties as defined by
the Civil Contingencies Act. The The First Responders are normally
supported by key private and voluntary organisations who are also
encompassed in the exercise delivery construct.
Under the guidance of the Cabinet Office provided Exercise
Director, SELEX Systems Integration design and deliver Gold Standard exercises utilising an
appropriate team of Subject Matter Experts.
